S514 - Youth Health Protection Act

• Prohibits medical professionals from performing gender transition procedures on minors, including puberty blockers, cross-sex hormones, surgeries (mastectomy, hysterectomy, vaginoplasty, phalloplasty), and removal of healthy body parts, with exceptions only for minors with medically verifiable disorders of sexual development.

• Medical professionals who violate these prohibitions face license revocation, disciplinary action, and civil penalties up to $1,000 per occurrence; violations may also result in civil lawsuits with damages for psychological, emotional, and physical harm plus attorney's fees.

• Prevents state funds from being used directly or indirectly for gender transition procedures or health plans offering such procedures to minors.

• Protects parental rights by allowing parents to withhold consent for gender-related treatments and requires government agents to notify parents immediately and in writing if a minor exhibits symptoms of gender dysphoria or gender nonconformity.

• Establishes whistleblower protections for individuals reporting violations and preempts local government regulations that would interfere with mental health professionals' conduct, effective October 1, 2021.
