Appropriates $1,000,000 in nonrecurring funds to the Department of Information Technology for the 2020-2021 fiscal year to prepare and maintain statewide broadband maps and designates the department as the sole provider of broadband mapping for state agencies.

Establishes the Office of Broadband Infrastructure in the Department of Information Technology as the designated agency for receipt and disbursement of federal, state, and private grants for broadband expansion and broadband mapping.

Appropriates $25,000 to North Carolina State University's Institute for Emerging Issues for the 2020-2021 fiscal year to host a structured stakeholder process to identify ways to relieve regulatory burdens and expedite broadband expansion in the state.

Authorizes state CIO authority over broadband systems as part of communications services managed by the Department of Information Technology.

Effective upon becoming law, with implementation of provisions beginning in the 2020-2021 fiscal year.
