Amends G.S. 14-208.16(a) to clarify that the 1,000 foot residence restriction for registered sex offenders is measured from the property line or lines of the property on which a school or child care center is located, rather than from the structure itself.

Prohibits registered sex offenders from knowingly residing at any location within 1,000 feet of the property line of a property where any public or nonpublic school or child care center is located.

Prohibits registered sex offenders from residing within any structure if any portion of that structure is within 1,000 feet of the property line of a property where any public or nonpublic school or child care center is located.

Applies only to registrants who did not establish their residence prior to August 16, 2006.

Becomes effective upon passage and applies to all persons registered or required to register on or after the effective date, with an exception for persons who established residence prior to enactment in accordance with existing law.
