Prohibits titling or registration of any junk vehicle or vehicle that has been branded junk in North Carolina.

Removes the six model year age distinction for salvage vehicle branded title requirements, applying uniform standards regardless of vehicle age.

Requires preliminary and final inspections by the Division's Enforcement Section for damaged vehicles up to six model years old before retitling, with these inspections serving as antitheft measures only.

Allows unbranded titles for vehicles more than six model years old if repair costs do not exceed 75% of fair market retail value, excluding air bag restraint system replacement costs from the calculation.

Becomes effective October 1, 2021, and applies to any title or registration application submitted on or after that date.
