Authorizes the North Carolina State Health Plan for Teachers and State Employees to adopt an incentive program encouraging plan members to report fraud, waste, and abuse by health care providers, with incentives limited to $500 or 20% of any net recovery, whichever is less.

Disqualifies individuals employed by, acting as agents for, or conducting business with property finders from serving as personal representatives of estates, and makes agreements between such individuals and property finders void and unenforceable.

Establishes enforceable criteria for property finder agreements including written form with notarized signatures, property descriptions, fee limitations (maximum $1,000 or 20% of recovered property value for most agreements, 20% for heir agreements), and certification that personal representatives have no property finder connections.

Requires property finders to be licensed as private investigators by the North Carolina Private Protective Services Board and register annually with the State Treasurer ($100 registration fee), with penalties including denial or suspension of registration for non-compliance.

Declares non-compliance with property finder agreement standards an unfair or deceptive trade practice, effective January 1, 2022 for agreements entered after that date.
