Appropriates $15,000,000 in nonrecurring funds for fiscal year 2021-2022 to the North Carolina Policy Collaboratory at UNC Chapel Hill to address per- and poly-fluoroalkyl substances (PFAS), including GenX, through research and testing coordinated across multiple state universities.

Directs the Collaboratory to conduct statewide water and air sampling, toxicology research, health monitoring, and technology development to mitigate PFAS exposure in North Carolina.

Requires a minimum of $10,000,000 to develop water filtration or chemical/physical technologies to remove PFAS contamination, with testing at three pilot sites including a Cape Fear River water treatment plant, wastewater treatment plant, and Castle Hayne or PeeDee aquifer location.

Mandates all state and local government units cooperate with deployment and testing of PFAS mitigation technologies at designated pilot sites.

Establishes revenue sharing formula for intellectual property from developed technologies: 10% to State General Fund, 40% to inventors, and 50% to UNC Chapel Hill (divided among patent fund, inventor departments, and Collaboratory).
