Requires professional bondsmen, surety bondsmen, and runners to be legal residents or documented citizens of the United States as a qualification for licensure.

Modifies examination procedures to allow reexamination within 90 days of failing an initial exam upon payment of an additional fee, with one year required between subsequent attempts.

Adds definition of "charitable bail organization" as an entity that solicits donations to deposit money for appearance bonds, and requires identification of such organizations on bail bonds and forfeiture documents.

Adds two new grounds for setting aside bail bond forfeitures: lack of notice provided pursuant to statute and court's refusal to issue an arrest warrant for failure to appear.

Requires the North Carolina Administrative Office of the Courts to compile and report annual statistics on bail bonds executed and forfeited, including data on charitable bail organizations, to the Joint Legislative Oversight Committee on Justice and Public Safety by February 1, 2023.
