Appropriates $8.3 million for fiscal years 2021-2022 and 2022-2023 to increase State Highway Patrol compensation according to a 10-year pay schedule ranging from $46,228 at entry level to $76,658 at 10 years experience.

Increases death benefits for State Highway Patrol members killed in the line of duty by adding a $900,000 benefit (effective July 1, 2021) in addition to existing $100,000 benefits, and maintains $100,000 additional benefit for murders.

Appropriates $600,000 in recurring funds for fiscal years 2021-2022 and 2022-2023 to the Department of State Treasurer to pay death benefits.

Requires that in cases involving the murder of a law enforcement officer, jailer, firefighter, judge, prosecutor, juror, or witness in performance of official duties, the jury must make a sentencing recommendation rather than allowing the defendant and State to agree to life imprisonment (effective December 1, 2021).
