Encourages and promotes the use of veteran contractors in state purchasing of goods and services, state construction contracts, and state information technology procurement

Requires governmental entities receiving $500,000 or more in state appropriations to report annually to the Department of Administration on the percentage of contracts awarded to veteran-owned businesses and the percentage of bids received from veteran-owned businesses

Requires public entities subject to state building project requirements to report to the Department of Administration on the number of veteran businesses awarded contracts, descriptions of work performed, and details of outreach efforts to identify veteran businesses

Directs the Department of Administration to collect and compile veteran business data and report findings by February 1 each year to the Joint Legislative Oversight Committee on General Government and the Fiscal Research Division

Appropriates $50,000 in nonrecurring funds to the Department of Administration for fiscal year 2021-2022 to implement the act; effective July 1, 2021
