Creates a new statutory framework (Part 12 of Article 16, Chapter 115C) to codify and expand the Renewal School System optional program for local school administrative units in North Carolina.

Establishes two categories of eligible school districts: those meeting 2017-2018 criteria (highest percentage of restart model schools, low-wealth funding eligible, and over 10,000 students) and those meeting 2021-2022 criteria (development tier two area, not low-wealth eligible, over 25,000 students, and fewer than 50 schools).

Permits eligible school districts to submit renewal plans to the State Board of Education allowing them broad autonomy over operations, curriculum, and state funding use, with plans requiring strategic goals for student achievement and staff retention.

Requires renewal school systems to maintain 185 instructional days or 1,025 hours annually, ensure at least 50% of teachers hold licenses, require all core subject teachers be college graduates, and provide transportation and student assessments.

Appropriates $500,000 in nonrecurring funds for fiscal years 2021-2022 and 2022-2023 to the existing renewal school system unit and requires State Board review every three years with termination provisions for failure to meet performance standards or fiscal management requirements.
