Increases the threshold for coal combustion product use requiring individual permits from 8,000 to 12,400 tons per acre or from 80,000 to 80,000 tons total per project (with total remaining at 80,000 tons).

Requires Toxicity Characteristic Leaching Procedure testing for arsenic, barium, cadmium, lead, chromium, mercury, selenium, and silver in all coal combustion products used as structural fill.

Establishes design and construction standards for large projects including composite liner systems with specific permeability requirements (1.0 x 10⁻⁷ centimeters per second), leachate collection systems, caps, and groundwater monitoring systems.

Implements siting restrictions including 50-foot setbacks from property boundaries, 300-foot setbacks from dwellings or wells, 50-foot setbacks from surface water bodies, and 4-foot separation from seasonal high groundwater tables (with exceptions for open pit mines allowing 5-foot separation).

Requires 30-year post-closure care for large projects with financial assurance to cover closure, post-closure maintenance, monitoring, corrective actions, and liability for accidental occurrences.
