Establishes the North Carolina Black Women and Girls Task Force within the Department of Administration consisting of 13 members: nine grassroots nonprofit leaders, two state senators (at least one from minority party), and two state representatives (at least one from minority party).

Task Force cochairs appointed by the President Pro Tempore of the Senate and Speaker of the House alternate presiding annually in odd and even-numbered years, with members serving two-year terms.

Task Force shall study disaggregated findings on black women and girls' well-being, including health and wealth disparities, educational justice, violence, criminal and juvenile justice impacts, and disparate health factors including COVID-19, maternal morbidity, and infant mortality.

Task Force shall submit its first report to the Joint Legislative Education Oversight Committee and Joint Legislative Oversight Committee on Health and Human Services prior to the 2023 General Assembly convening, then biennially thereafter, with recommendations including specific legislative or policy proposals and implementation costs.

Appropriates $500,000 annually for fiscal years 2021-2023 from the General Fund to the Department of Administration for task force operations; task force expires September 30, 2030.
