Allows the North Carolina State Board of Dental Examiners to accept clinical examination results that use approved alternative methods including manikins that simulate human subjects, in addition to examinations performed on human subjects.

Modifies licensing by credentials requirements for advanced dental education practitioners by requiring a minimum of two years as an Instructor's License holder with at least 2,000 hours of teaching and clinical practice immediately prior to application.

Creates a new pathway for dentists with advanced dental degrees from institutions accredited by the United States Department of Education to obtain a license by credentials, subject to satisfactory proficiency examinations.

Removes dentists from mandatory data submission requirements to the NC HealthConnex statewide health information exchange network, making their participation voluntary instead of mandatory beginning January 1, 2023.

Takes effect upon becoming law.
