Removes driver's license revocation for failure to pay fines, penalties, or court costs; revocation remains only for failure to appear at trial or hearing.

Establishes 40-day payment deadline for fines, penalties, and court costs; courts must report non-payment to the Division only if unpaid after 40 days.

Creates civil judgment process through clerk of superior court for unpaid fines, penalties, and court costs; civil judgment is satisfied and cancelled when full payment is made.

Requires joint study by the Division and North Carolina Administrative Office of the Courts on restoring previously suspended licenses and whether civil judgment provisions should apply retroactively; report due December 1, 2021.

Effective July 1, 2021 for motor vehicle offenses charged on or after that date.
