Revises 17 Environmental Management Commission (EMC) rules for construction and demolition debris landfills (C&DLF) and municipal solid waste landfills (MSWLF) adopted July 9, 2020, and approved by Rules Review Commission October 15, 2020.

Requires landfill owners or operators to submit written notice of intent to close final permitted units 180 days before closure, including anticipated waste acceptance end date and identification of closure and post-closure care plans.

Eliminates requirement for owners or operators to submit separate permit applications for closure and post-closure care permits; Division will issue permit incorporating plans identified in notice of closure.

Establishes specific information requirements for permit amendment applications related to ownership changes or corporate structure changes, including environmental compliance history, financial assurance documentation, and organizational charts.

Removes all references to "interim maximum allowable concentrations" (IMACs) from the Solid Waste Landfill Rules and requires EMC to adopt permanent amended rules consistent with these provisions.
