Appropriates $20,000,000 in nonrecurring funds for the 2021-2022 fiscal year to develop, implement, and maintain a statewide flood mitigation, resiliency, and prevention plan with coordination between federal, state, and local agencies.

Appropriates $5,000,000 in nonrecurring funds for the 2021-2022 fiscal year to the Department of Agriculture and Consumer Services, Division of Soil and Water Conservation, for stream debris removal in storm-affected counties.

Exempts stream debris removal projects from state environmental requirements under specified chapters of the General Statutes and stormwater/water quality permits, and directs the Department of Environmental Quality to waive Clean Water Act Section 401 certification requirements.

Requires the Division of Soil and Water Conservation to report quarterly to the Joint Legislative Oversight Committee on Agriculture and Environment and Natural Resources, detailing funded projects, affected counties, and linear feet of streams cleared.

Becomes effective July 1, 2021.
