Establishes the Community College Support Student Academic Success Program to provide grants of up to $150,000 each to 10 North Carolina community colleges to address nonacademic barriers to student success.

Defines nonacademic barriers as lack of access to mental health services, affordable housing, nutrition, healthcare, and legal support services.

Requires colleges to use at least 80% of grant funds for personnel costs and allows up to 20% for professional development, technology, and equipment; funds remain available for two years from award date.

Appropriates $1,600,000 for fiscal year 2021-2022 ($1,500,000 for grants, $100,000 for administration) and $1,100,000 for fiscal year 2022-2023 ($800,000 to extend successful programs, $300,000 for evaluation).

Requires State Board of Community Colleges to report annually to the Joint Legislative Education Oversight Committee through October 1, 2025, on grant awards, fund usage, and program outcomes related to reducing student barriers and improving academic success.
