Creates a publicly accessible animal abuser registry maintained by the North Carolina Department of Public Safety, beginning January 1, 2022, containing photographs and identifying information of convicted animal abusers.

Court clerks must forward judgment copies and dates of birth for all animal abuse convictions to the Department within 60 calendar days of judgment.

First-time convictions result in registry listing for 2 years; subsequent convictions result in listing for 5 years, with removal only if no additional convictions occur during those periods.

Persons convicted of repeat animal abuse offenses forfeit ownership of all animals and are prohibited from owning animals for up to 5 years from the conviction date.

Exempts lawful activities including biomedical research, livestock production, veterinary purposes, animal destruction for public safety, and wildlife management from registry requirements.
