Creates new offense of "Refusing to aid a law enforcement officer" making it unlawful for persons 18 years or older to unreasonably fail or refuse to aid a federal, state, county, or municipal law enforcement officer upon request in effecting an arrest or preventing a criminal offense.

Establishes violation as a Class 1 misdemeanor punishable offense.

Provides liability protection for persons providing aid under this section, shielding them from civil liability for injury, death, or property damage unless gross negligence, wanton conduct, or intentional wrongdoing is established.

Amends existing resisting officers statute (G.S. 14-223) to clarify that the offense includes interfering with a law enforcement officer, in addition to resisting, delaying, or obstructing.

Effective December 1, 2021, applying to offenses committed on or after that date.
