Requires principal State department heads to give additional scoring weight or preference to grant applicants if the grant directly benefits communities in development tier one or tier two counties that host military installations.

Applies to seven specific military installations: Marine Corps Base Camp Lejeune, Marine Corps Air Station Cherry Point, United States Army Fort Bragg, Marine Corps Air Station New River, Seymour Johnson Air Force Base, United States Coast Guard Base Elizabeth City, and Military Ocean Terminal Sunny Point.

Aims to support economic growth in communities surrounding military installations to strengthen those installations and reduce vulnerability to federal Base Realignment and Closure initiatives.

Takes effect upon becoming law.
