Mandates facilitators obtain a permit from the Division before operating in the state with a $5,000 nonrefundable application fee and annual $5,000 renewal fee.

Requires shared vehicle owners to verify safety recalls are completed before making vehicles available, notify drivers of lien implications, and maintain records for at least the personal injury statute of limitations period.

Allows facilitators to sell optional insurance coverage (excess liability, accident/health, personal effects) to drivers under a limited license from the Commissioner of Insurance, with vehicle sharing agreements limited to 30 consecutive days.
