Proposes adding Section 39 to Article I of the North Carolina Constitution to establish a constitutional right to work free from undue restraints and coercion based on labor organization membership or nonmembership.

Prohibits employers from requiring employees to become or remain members of a labor organization, or to abstain from membership, as a condition of employment.

Prohibits employers from requiring employees to pay dues, fees, or other charges to a labor organization as a condition of employment or continued employment.

Exempts lawful contracts in force on the effective date but applies to all contracts entered into after enactment and to renewals or extensions of existing contracts.

Submits the constitutional amendment to North Carolina voters for a statewide election on November 8, 2022, with approval by majority vote required for passage.
