Senate Bill 627 Summary

• State Surplus Property Agency shall distribute surplus computer equipment at no cost or lowest possible cost to nonprofit entities that refurbish and donate computers to low-income students or households in North Carolina.

• University of North Carolina is authorized to convey surplus computer equipment at no cost to nonprofit entities that refurbish and donate computers to low-income students or households, conditioned on the nonprofit's promise to refurbish equipment and provide required reports.

• State Surplus Property Agency must consider geographic distribution to ensure all regions of North Carolina benefit from computer equipment distributions.

• Nonprofits receiving equipment from UNC must report to the Board of Governors by August 1, 2021, and annually thereafter on equipment received, donations made, and disposition of any equipment unable to be refurbished.

• UNC Board of Governors must submit annual reports to the Joint Legislative Education Oversight Committee by October 1, 2021, and each year thereafter documenting distributions and nonprofit donations.
