Senate Bill 632: North Carolina Momnibus Act

• Establishes Social Determinants of Maternal Health Task Force to coordinate state agency efforts addressing social determinants affecting pregnant and postpartum individuals, with report due within two years.

• Creates Maternal Mortality Prevention Grant Program awarding up to five competitive grants ($10,000-$50,000 each) to community-based organizations serving black women, with focus on mental health, social determinants, health literacy, doula support, and research.

• Requires all health care professionals involved in perinatal care to complete evidence-based implicit bias training by December 31, 2022, with proof of completion mandatory for license renewal; establishes patient rights including freedom from discrimination and access to complaint procedures.

• Appropriates $529,311 in recurring funds and $3,500,000 in nonrecurring funds to collect COVID-19 maternal health data disaggregated by race/ethnicity, establish safe maternity care staffing grants ($1,500,000 for 10 grants of $150,000 each), and distribute personal protective equipment to perinatal workers.

• Directs Department of Health and Human Services to study military women's maternal health needs and establishes Task Force on Birthing Experience and Safe Maternity Care during public health emergencies to develop recommendations on respectful maternity care with focus on racial and ethnic disparities.
