Prohibits any person from knowingly manufacturing, using, or distributing PFAS (per-fluoroalkyl and poly-fluoroalkyl substances) within North Carolina or for export, except for products specifically authorized or required under federal law.

Defines PFAS as fluorinated organic chemicals containing at least one fully fluorinated carbon atom.

Establishes civil penalties of up to $5,000 for violations, or up to $25,000 if the violation involves hazardous waste, with repeat offenses subject to penalties up to $10,000 per occurrence and a monthly cap of $200,000.

Appropriates $100,000 in nonrecurring funds to the Department of Environmental Quality for the 2021-2022 fiscal year to support monitoring and enforcement activities for PFAS contamination.

Becomes effective upon enactment into law.
