Exempts opioid use disorder treatment centers located in Tier 1 and Tier 2 counties from Certificate of Need (CON) review requirements under North Carolina law.

Removes psychiatric hospitals from the definition of "health service facility" subject to CON review.

Removes intermediate care facilities for individuals with intellectual disabilities from the definition of "health service facility" subject to CON review.

Eliminates psychiatric beds and intermediate care beds for individuals with intellectual disabilities from the categories of licensed "health service facility beds" subject to CON oversight.

Takes effect October 1, 2021.
