Session Law 2022-67 - Senate Bill 651

• Revises definitions in North Carolina's Veterinary Practice Act to clarify terminology including "animal dentistry," "impairment," "veterinary consulting," and "staff," and changes veterinary student intern requirement from completing third year to second year of veterinary college.

• Increases veterinary practice facility inspection fees from $125 to $150 and adds new $150 fee for veterinary facility permits, subject to Board's authority to increase fees no more than 15% annually with cumulative cap of 100%.

• Changes language throughout veterinary regulations from "veterinary employees" to "staff" and redefines staff as "any person performing duties under the direction and supervision of a veterinarian."

• Allocates up to $3,000,000 in repairs and renovations funds for the Piedmont Triad Farmers Market restaurant facility, including roof replacement, mechanical systems, windows, doors, building envelope renovation, and site drainage improvements, effective July 1, 2022.

• Appropriates $500,000 in recurring funds to provide overtime compensation for North Carolina Forest Service exempt employees involved in fire suppression duties, with unexpended funds reverting to General Fund annually, effective July 1, 2022.
