Requires the Legislative Services Commission to implement an annual mandatory implicit bias training program for all legislators and legislative employees, with both in-person and remote on-demand components.

Directs the State Human Resources Commission to establish policies for annual implicit bias training programs across all State agencies to help employees recognize and counter implicit bias in the workplace.

Training programs must help participants recognize implicit bias, understand its roots, and develop skills to counter bias in interactions, activities, and decision-making.

Extends implicit bias training requirements to all State employees, including those in the judicial branch, Council of State agencies, and The University of North Carolina.

Becomes effective upon enactment.
