Disapproves the Wildlife Resources Commission's cervid excretion rule (15A NCAC 10B .0201) adopted February 25, 2020, and requires the Commission to adopt a revised permanent rule.

Prohibits possession or use of any substance containing cervid excretions (feces, urine, blood, gland oil, bodily fluids) for hunting, attracting, or scouting wildlife effective December 1, 2021.

Exempts synthetic cervid excretion products, substances from legally harvested cervids, and products from North Carolina facilities with valid Farmed Cervid Licenses.

Allows natural deer urine products from out-of-state facilities that test negative for chronic wasting disease (CWD), comply with federal CWD certification programs, and meet additional herd management requirements specified by the Wildlife Resources Commission.

Temporary provisions expire when permanent revised rules become effective; revised rule must be substantively identical to the implementation requirements outlined in the legislation.
