Appropriates $80,000,000 in nonrecurring funds for fiscal year 2021-2022 to construct a new residential hall at Elizabeth City State University.

Appropriates $3,200,000 for fiscal year 2021-2022 and $8,000,000 for fiscal year 2022-2023 (total project authorization of $32,000,000) for a library replacement project at Elizabeth City State University.

Appropriates $57,000,000 in nonrecurring funds for fiscal year 2021-2022 for a capital project at K.R. Williams Auditorium at Winston-Salem State University.

Transfers funds from the General Fund to the State Capital and Infrastructure Fund to support capital projects at historically Black colleges and universities within the University of North Carolina system.

Becomes effective July 1, 2021.
