Authorizes local school administrative units to establish "remote academies" beginning with the 2023-2024 school year, where instruction is provided primarily online through synchronous and asynchronous delivery with State Board of Education approval.

Requires parental consent for remote academy enrollment, prohibits denial of admission based solely on disability status, and allows local boards to reassign students to in-person schools if determined necessary for academic success.

Remote academies must provide students with hardware, software, internet access, technical support, and specialized support staff including an instructional technology facilitator, school library media coordinator, data manager, and remote technicians.

Extends authorization for charter schools that submitted virtual instruction plans for 2021-2022 to continue providing virtual instruction through the 2023-2024 school year, and extends the virtual charter school pilot program through the 2024-2025 school year.

Requires the State Board of Education to evaluate remote academy success annually based on school performance scores, retention rates, attendance rates, and graduation/dropout rates, with reports due to the Joint Legislative Education Oversight Committee by November 15 each year.
