Amends G.S. 116-143.1 to allow Deferred Action for Childhood Arrivals (DACA) beneficiaries to receive in-state tuition at UNC constituent institutions and community colleges in North Carolina.

Requires applicants to have received a high school diploma or equivalency diploma from a North Carolina school and attended North Carolina schools for a minimum of two consecutive years immediately prior to completing high school.

Requires applicants to provide documentation proving DACA beneficiary status and meet standard admission requirements for the institution where they seek enrollment.

Designates all information obtained during the in-state tuition application process as confidential and not subject to public records disclosure.

Becomes effective July 1, 2021, and applies beginning with the 2021-2022 academic year.
