Establishes the Hunger-Free Campus Initiative at University of North Carolina constituent institutions and state community colleges to address student food insecurity during the COVID-19 pandemic.

Requires participating institutions to implement at least one of the following: designate a food access coordinator, establish an on-campus food pantry or regular food distributions in partnership with local food banks, or create a meal-sharing program allowing students to donate unused meal plan credits to students in need.

Appropriates $1,600,000 to UNC constituent institutions ($100,000 per institution) and $5,800,000 to community colleges ($100,000 per campus) from the Coronavirus State Fiscal Recovery Fund for implementation.

Requires the Board of Governors and State Board of Community Colleges to report by February 15, 2024 on program implementation, fund usage, and recommendations for permanent programs to address ongoing student hunger beyond the pandemic.

Becomes effective upon enactment with all appropriated funds available for expenditure until the deadline set by applicable federal law.
