Requires state officers, agents, agencies, and departments to provide all information and data to legislative committees upon request, including confidential information, except as provided in G.S. 105-259.

Extends the mandatory information disclosure requirement to requests from individual General Assembly members, standing committees, committee chairs, and duly appointed legislative panels.

Prohibits witnesses from refusing to testify or produce documents based on claims of confidentiality, though committees may meet in closed session to receive confidential testimony or documents.

Requires the Legislative Services Officer to maintain confidentiality of documents and testimony containing confidential information, with access limited to committee members and designated legislative employees at the chair's discretion.

Establishes that committee members and legislative employees who obtain confidential information must keep it confidential and cannot disclose it to other individuals.
