Rules must include clear guidelines for entry and transfer plans ensuring patients with suspected large vessel occlusion receive care at designated primary stroke centers.

Rules must establish required education and training standards for emergency medical services personnel on assessing and treating stroke patients, including those with suspected large vessel occlusion.

Mandates that all ambulance permit holders implement the adopted stroke protocols and provide regular training to licensed EMS employees on stroke assessment and treatment.

Becomes effective upon enactment.
