Prohibits state boards, government institutions, and political subdivisions including UNC and community colleges from adopting rules or policies requiring disclosure of individual contributions to nonprofits or nonprofit membership lists.

Prevents government entities from requiring nonprofits to disclose the identity of donors, members, supporters, or volunteers, or any compilation of data that identifies such persons.

Allows individuals injured by violations to sue for civil damages of up to $2,500 or three times actual damages (whichever is greater) and permits courts to award reasonable attorneys' fees to the prevailing party.

Provides three-year statute of limitations for civil actions and allows plaintiffs to seek injunctive relief to prevent future violations.

Exempts criminal investigations, court orders, and income tax reviews and investigations from the disclosure restrictions, and applies to nonprofits as defined under Internal Revenue Code section 170(c).
