Reduces the waiting period for firearms rights restoration from 20 years to 10 years for individuals convicted of nonviolent felonies in North Carolina whose civil rights have been restored.

Allows individuals convicted of nonviolent felonies in jurisdictions outside North Carolina to petition for firearms rights restoration if 10 years have passed since their civil rights were automatically restored under the foreign jurisdiction's law.

Permits individuals convicted of misdemeanor crimes of violence to petition for firearms rights restoration after 10 years have passed since conviction or completion of any active sentence, probation, or post-release supervision.

Repeals the pistol purchase permit requirement in North Carolina, effective immediately upon enactment, allowing handgun purchases without a permit.

Effective dates: firearms rights restoration changes take effect October 1, 2021; pistol purchase permit repeal takes effect immediately upon enactment.
