• Reduces the required holding period for a limited learner's permit from 12 months to 6 months before obtaining a limited provisional license for drivers aged 16-17.

• Maintains all other Level 2 provisional license requirements including a clean driving record for 6 months, passing a road test, and possession of a driving eligibility certificate or high school diploma.

• Preserves the 60-hour minimum driving log requirement with at least 10 hours during nighttime and a cap of 10 hours per week.

• Takes effect upon passage and applies to license applications submitted on or after the date of enactment; Section 1 expires December 31, 2021.
