Increases the enrollment fee for accredited drug education schools from $150 to $275, effective upon passage.

Establishes automatic fee adjustments beginning July 1, 2024, and every five years thereafter, based on the Consumer Price Index for All Urban Consumers.

Raises the amount drug education schools must remit to the Department of Health and Human Services from 5% to 10% of collected fees on a monthly basis.

Clarifies that drug education schools (rather than area mental health authorities) retain and control collected fees for their operations, evaluation, and administration.

Specifies that fees cannot be used to match other State funds or be included in State formula-funded allocations, and that excess Department funds revert to the General Fund.
