Establishes the Opioid Abatement Fund to receive settlement funds from the McKinsey and Company, Inc. litigation case, with funds used to cover investigation costs and remediate harms from the opioid epidemic.

Authorizes fund expenditures for employment and transportation support programs in industries hit hardest by COVID-19 (food service, hospitality, entertainment) to help individuals recovering from opioid use disorders reenter the workforce.

Permits funding for criminal justice programs including pre- and post-arrest diversion programs, medication-assisted treatment for incarcerated individuals, and reentry programs connecting individuals with treatment and recovery supports.

Allows funds for evidence-based addiction treatment expansion, medication-assisted treatment in community settings, and care management services including peer support specialists and care navigators.

Enables funding for supportive housing services including move-in assistance, rental support, landlord engagement, and recovery housing for individuals with substance use disorders.

Requires the settlement funds to be appropriated by the General Assembly before expenditure, and mandates consultation with legislative health and human services committees before any funds are spent.
