Creates new authority for the Department of Environmental Quality Secretary to order persons causing or contributing to water or air pollution to reduce or discontinue emissions and take corrective measures when pollution poses danger to public health or safety.

Requires responsible persons to provide temporary alternate water supplies or establish permanent replacement water supplies to affected households, with replacement supplies provided through public water system connection or whole-house filtration systems (with responsible party liable for maintenance).

Authorizes the Secretary to assess responsible parties for actual and necessary costs of removing, correcting, or abating pollution damage, with authority to pursue civil collection actions in superior court if payments are not made within reasonable time.

Allows the Environmental Quality Commission to issue special orders requiring responsible persons to provide temporary alternate or permanent replacement water supplies to persons with water supplies damaged by water pollution.

Appropriates $75,000 in recurring General Fund dollars to the Department of Environmental Quality for the 2021-2022 fiscal year to implement the act's requirements, with the act effective upon enactment.
