Establishes a state goal that 100% of total retail sales of electricity in North Carolina shall be generated from renewable energy resources by December 31, 2050.

Requires the State Energy Office, in consultation with the Commission and Public Staff, to develop a plan to achieve the clean energy goal and submit it to the 2022 Regular Session of the General Assembly.

Cites scientific consensus on climate change, including that global average temperature has increased 1 degree Celsius since 1880 primarily due to human-caused fossil fuel emissions.

References the Paris Agreement (COP21) goal to limit global temperature increase to 1.5-2 degrees Celsius above preindustrial levels and notes that transitioning to clean energy would create millions of green jobs and economic growth.

Becomes effective upon enactment.
