Repeals Section 59.2 of S.L. 2013-413, which had eliminated public health protections for leaking solid waste transport vehicles.

Requires the Commission for Public Health to readopt rule 15A NCAC 13B .0105 as it existed on August 22, 2013, restoring previous health and safety standards.

Rules adopted under this act are exempted from standard regulatory review procedures under Part 3 of Article 2A of Chapter 150B of the General Statutes.

Directs the Commission for Public Health and Department of Environment and Natural Resources to implement the prior version of 15A NCAC 13B .0105 until the readopted rule becomes effective.

Act takes effect immediately upon becoming law.
