Establishes the Department of Housing and Community Development as a cabinet-level department with four internal divisions: Operations, Community Development, Housing, and Policy and Legislative Office.

Creates the North Carolina Board of Housing and Community Development consisting of the Secretary as chair and ex officio member plus nine appointed members (five by Governor, two by Senate President Pro Tempore, two by House Speaker) serving two-year terms.

Assigns the Department responsibility for housing and community development functions, including community revitalization, broadband expansion, housing production and preservation, homeless services, and building official certification.

Appropriates $25,000,000 in recurring General Fund monies to the Department for fiscal year 2021-2022, effective July 1, 2021.

Authorizes the Governor to designate up to 425 exempt positions within the Department under the North Carolina Human Resources Act.
