Creates new § 7B-505.2 requiring county department of social services directors to inquire whether juveniles in nonsecure custody possess state identification cards and provide assistance obtaining one if they lack identification.

Directs social services directors to provide juveniles information about eligible identification card types, approved application forms, and assistance gathering required documentation.

Allows directors to provide juveniles an affidavit form to complete and swear before the director or designee to satisfy identification card application requirements the juvenile cannot produce.

Adds juveniles in temporary or nonsecure custody of a department of social services to the list of residents eligible for free special identification cards under G.S. 20-37.7.

Effective date: October 1, 2021.
