Legislative Services Commission shall implement a mandatory annual implicit bias training program for all legislators and legislative employees, with both in-person and remote on-demand components.

State Human Resources Commission shall establish policies requiring state agencies to implement mandatory annual implicit bias training for all state employees.

Training program shall help participants recognize implicit bias, understand its root causes, and develop skills to counter implicit bias in workplace interactions, activities, and decision-making.

Implicit bias training requirements apply to all state employees, including those in the judicial branch, Council of State agencies, and University of North Carolina.

Act becomes effective upon enactment.
