Senate Bill 716 - Fix Our Democracy

• Establishes an independent North Carolina Citizens Redistricting Commission to redraw electoral districts after each decennial census, removing redistricting authority from the General Assembly and requiring voter approval of constitutional amendments in November 2022.

• Creates a nonpartisan primary election method for Supreme Court and Court of Appeals judicial candidates beginning in 2022, replacing party-based nominations with open primaries where top two finishers advance to general election.

• Extends the revolving door period for former legislators and public servants becoming lobbyists from 6 months to 2 years after leaving office.

• Expands voter access through online voter registration, automatic voter registration at drivers license offices and public agencies, and ensures voting places on college campuses with 4,500+ students.

• Increases campaign finance transparency by requiring disclosure of original funding sources for donations over $1,000, mandating digital political ad registries, restricting super PAC influence, and reestablishing public financing for judicial campaigns through a new North Carolina Public Campaign Fund.
