Establishes a visually impaired voter portal maintained by the State Board that allows eligible absentee voters who are visually impaired to request and vote online, with ballots returned electronically by 7:30 P.M. on election day.

Requires voted absentee ballots submitted through the visually impaired portal to be witnessed in accordance with existing law, with voter and witness signatures submitted simultaneously; notaries permitted only if remote notarization is allowed under state law.

Creates an online voter registration system jointly developed and maintained by the State Board and Division of Motor Vehicles allowing applicants to register to vote or update existing registration if they have previously been issued a drivers license or special identification card.

Requires the Department of Transportation to forward all voter registration applications (whether received at drivers license offices or online) to appropriate county boards of elections within five business days using paperless, instant electronic transfer.

Makes the act effective upon passage.
