Honors Marc Basnight, born May 13, 1947, in Manteo, North Carolina, who served as a State Senator for 13 terms from 1984 to 2011 and as President Pro Tempore of the Senate for nine consecutive terms starting in 1993, making him the longest-serving legislative leader in North Carolina history.

Recognizes Basnight's major legislative accomplishments including establishing the Clean Water Management Trust Fund in 1996, passing a $3.1 billion bond package in 2000 for public universities and community colleges, opening the North Carolina Cancer Hospital, and creating the University Cancer Research Fund.

Acknowledges Basnight's awards including the Conservation Legislator of the Year Award in 2003, Pelican Award for Best Senate Legislator in 2003, nine recognitions as Most Effective Senator, honorary doctorates from Elizabeth City State University and University of North Carolina at Chapel Hill, and the 2.8-mile Marc Basnight Bridge named in his honor in 2019.

Extends the Senate's sympathy to Basnight's family following his death on December 28, 2020, at age 73, and directs the Principal Clerk to transmit a copy of the resolution to his family.

Became effective upon adoption on September 21, 2021.
