Divides North Carolina into 14 congressional districts for nominating and electing U.S. House of Representatives members in 2022 and thereafter

Specifies detailed boundaries for each district using voting tabulation districts (VTDs) and census blocks, with District 1 covering eastern counties and District 14 covering the south-central region

Establishes that district boundaries are based on Census Redistricting Data P.L. 94-171 TIGER/Line Shapefiles from the 2020 federal decennial census

Provides that if voting tabulation district boundaries change in the future, congressional district boundaries shall remain unchanged as depicted in the 2020 census data

Effective immediately upon enactment and applies to all elections held on or after January 1, 2022
